As part of the globalization debate, the social and economic impacts of the liberalization of trade and financial markets are being intensely discussed. The rapidly increasing mobility of people, however, is accorded little attention. Where public discussion takes places, it centers on improving the integration of the migrants into host country societies. However, the question of the impact of their departure on their countries of origin is as a rule neglected.

In a series of two conferences the GTZ-project migration and development wants to assess the dimension and impact of migration. The first conference "Migration of highly skilled: Brain drain or engine for economic development?" took place in October 2003. The second conference will be co-sponsored by the Independent German Council of Experts on Migration and Integration and the International Organization of Labour (ILO). "Working with the diaspora - a new way for international development cooperation?" will be held on May 3rd and 4th 2004 in Berlin.
