Working Together with the Diaspora: A New Direction for International Development Cooperation?
GTZ Meeting of Experts
3 - 4 May 2004, Berlin

Migration will always imply a loss of human resources for the country of origin. The losses thus
suffered maybe well compensated if the migrants eventually contribute to the economic development of
their home country by, for example, forming new business connections, attracting investment or
transferring know-how. The question how the potential of the diaspora communities in Germany and
Europe can be fruitfully exploited with respect to the economic development of the countries of origin
has not been raised.
The GTZ meeting of experts will therefore focus on how an active diaspora policy might exploit the
potential of the exile communities for the development of their countries of origin. Potential is
concentrated particularly in economic, political and cultural cooperation with the diaspora.
